Proposed solution summary
  1. As the DNO, I only want to send the commissioning information using the D0383 (MM00370) when I am made aware that the site has now been energised by the Registered Supplier’s MEM for a CT Pre-commissioned meter, so that I can meet my regulatory obligations under the BSC
  2. As a MEM I want to receive the information from the DNO in a timely manner to ensure my records are accurate and up to date, and that I can provide the Registered Supplier with information to ensure the metering point is accurately settled.

Problem Statement
The Balancing & Settlement Code Procedure (BSCP) 515 and the Retail Energy Code (REC) Metering Operations Schedule set out the obligations and timescales imposed on the DNO to send commissioning information to the MEM (using the D0383 (MM00370) data flow), where the DNO has installed metering equipment, with Measurement Transformers. When the DNO installs Low Voltage Current Transformer (LV CT) metering units, that have been pre-commissioned off-site, the commissioning of the units is done before installation and separately to the Energisation of the Supply. When the Energisation status change is the responsibility of the Registered Supplier and is requested of the MEM using the D0134 data flow, notification of the change in energisation status is then sent to the Registered Supplier and the DNO by the MEM, using the D0139 (MM00036) For an LV fused supply, the DNO may not be aware of who the MEM is to send the commissioning information to via a D0383 (MM00370) until a D0139 (MM00036) is received. This is often the point at which the DNO first becomes aware that a fused supply is now Energised. This may be several days/weeks/months after DNO commissioning, and it is proving difficult for the DNO to meet their BSC obligations.

Proposed solution summary
  1. As a Consumer I want to receive my bills when expected, from the Supplier of my choice without delays caused by being switched incorrectly and not being resolved in a timely manner. As a Consumer, in the event that my Supplier has exited the market and my supply cannot be returned to my original Supplier, I want the Gaining ET Supplier to have the ability to terminate any ET process that has already been initiated so that I am able to choose my preferred Supplier and switch without delay or penalty.
  2. As a Consumer, if Energy Suppliers need to share my data to resolve a switching issue, I want Suppliers to share my personal data securely so that my data is protected.
  3. As an Energy Supplier, where appropriate, I need to be able to cancel an ET effectively and efficiently, so that I can bill my Consumers accurately and timely. As an Energy Supplier, where appropriate, I need to be able to cancel an ET so that I supply Consumers with whom I have a valid contract.
  4. As The Code Manager I need to be able to identify when an ET has been cancelled so that I have a clear audit trail and can monitor performance effectively.

Problem Statement
Erroneous Transfers are being cancelled by Suppliers, which is currently not permitted under the REC. There is no consistent defined process or audit trail. In the event of a Supplier of Last Resort (SoLR) being appointed, or on a Change of Occupier at a premise, the Gaining Supplier currently has no way to formally cancel an ET after it has been initiated. This can cause Switching and/or Billing delays for Consumers whilst Energy Suppliers attempt to resolve an outstanding or open ET. For Energy Suppliers this can mean they are supplying Consumers with whom they have no Valid Contract, resulting in additional Guaranteed Standards of Performance (GSOP) Payments and increased Consumer dissatisfaction. The Performance Assurance Board (PAB) has no way to identify the difference between the process legitimately closing without resolution, and an Energy Supplier not meeting their obligations in the code to properly resolve an ET. As a result, the PAB are unable to differentiate the performance of Energy Suppliers between those that are closed down legitimately or those being closed inappropriately.

Problem Statement
As a rule, changes to Category 3 products should not cause a material impact to parties and stakeholders. It has been identified that there are a number of Category 3 documents where changes to these artefacts could have a material impact to the systems and processes of REC Parties and Service Users. These changes should therefore follow a more robust and thorough assessment to ensure these impacts are identified and the most appropriate solution is considered.

  1. As the REC Code Manager, I want to ensure that REC Service Providers achieve their Service Level Agreements (SLAs) defined in REC Service Definitions, so that impacts to the REC Code Manager, REC Parties and other Service Providers, as a consequence of Service Provider underperformance, are minimised and the change process delivers to time and cost.
  2. As a Service Provider, I want clarity on when and how Performance Charges will be used as part of the Performance Assurance Techniques, so that I’m clear on what service levels I need to meet and the consequences of not delivering against these.

Problem Statement
Service Provider performance measures and charges do not currently exist for services that are not procured by the Retail Energy Code Company but are provided by other Parties. The performance of Service Providers is essential to the proper functioning of the market, without appropriate performance measure or Performance Charges there is little incentive for these providers to maintain service performance or improve poor performance in a timely manner.

Problem Statement
The process for the allocation and payment of Unallocatable Transactions, set out in the Prepayment Arrangements Schedule, does not currently take into account Energy Suppliers that have exited the market or that do not have a contract with the PPMIP. This prevents the PPMIP from being able to release payments to Energy Suppliers, as the process doesn’t allow for all funds to be accounted for in the calculation.

  1. As an Electricity Consumer, I want data associated with my electricity supply to be made consistently available to Market Participants relevant organisations, so that they have equal access to the data they use to supply my electricity or look after my meter.
  2. As an EES User, I want to have access to all the data items appropriate to my EES User Category so that I can operate processes without disruption, to provide a good service to my customers and meet my performance targets. As the EES Provider I want to have clarity on the data items that I should provide to EES Users appropriate to their role. Problem Statement
There is currently a lack of clarity regarding the data items that should be accessible by each EES User Category and there are potentially instances where data restrictions have been placed on EES Users which cannot be justified. The Data Access Matrix does not currently provide a single standardised role-based framework for EES Users’ access to data. This means that the Code Manager and the EES Provider cannot grant and provide EES Users with standardised access for a particular role. This may also result in operational issues for new entrants or can create a situation whereby EES Users in the same role have different access arrangements.

Allowing REC accredited MEMs to de-energise and re-energise supply points independent of the Supplier

Latest Update
30/06/2023 - This change was implemented on 30 June 2023 as part of the June 2023 REC Release
Summary
Currently only the Registered Supplier can instruct a Metering Equipment Manager (MEM) to work on their metering asset. There is no ability to request that a single MEM completes work on multiple properties that may have different Electricity Suppliers. This creates barriers to developing solutions for local authorities, private and social housing landlords who are refurbishing premises or to help any premise owner (whether domestic or non-domestic) install new equipment to facilitate Low & Zero Carbon Technology (LZCT) installation such as the retro-fit of Electric Vehicle Charging (EVC) Points to homes and business premises. This Change Proposal will introduce a new role for existing accredited MEMs that will enable them to accept instructions to undertake a limited set of activities at the request of the premise owners without the need to use the Registered Suppliers’ MEMs.

Proposed solution summary
  1. As a property owner or occupier I want to be to arrange for the installation of equipment for the use of the occupier, such as fitting an isolator, installing on-site generation equipment or electric vehicle charging points. I want the installer to use a Safe Isolator Provider (SIP) who is authorised to undertake the work at my instruction rather than arrange for this work to be completed through the premises’ Registered Suppliers.
  2. As a REC Accredited Metering Equipment Manager, I want to be able to work as a SIP and de-energise and re-energise a site on the instruction of the homeowner/landlord, so that equipment – such as an isolator, on-site generation or electric vehicle charging points can be fitted without the need to co-ordinate the work with the Registered Suppliers’ MEMs. As a Distribution Network Operator, I want to be assured that the work is only completed by a SIP that has the necessary skills and REC accreditation and has the appropriate permissions to de-energise and re-energise the supply and doesn’t introduce any additional risk to the Distribution Network.
  3. As the Registered Supplier, I want to know what steps the SIP who attends the site and finds the site in an unsafe situation to re-energise, will take so that my customer is not left off-supply unnecessarily. As the Registered Supplier, I want to be alerted if the SIP finds any evidence of meter tampering at the premises.

Problem Statement
It is difficult for landlords of local authority, social housing developments or private landlords of homes and businesses to co-ordinate the refurbishment of properties where they need the electricity supply to be de-energised to allow work being completed and the supply re-energised. Currently the landlord needs to liaise with the Electricity Supplier of each premise independently to arrange for the appointed MEM to attend and de-energise each supply point and then re-energise the site when the work is completed, as currently only the Registered Supplier’s appointed MEM or the DNO is permitted to undertake the work.

Problem Statement
The ETTOS Service Provider, will be decommissioning their onsite servers on 31 January 2022. Consequently, the ETTOS web portal will no longer be used to provide the ETTOS Service Data (tip-off reports) to ETTOS Recipients. Instead, reports will be sent directly to ETTOS Recipients via encrypted emails. Updates are required to the REC to reflect the changes to the ETTOS report dissemination process.

Proposed solution summary
  1. As an electricity Consumer I want my new Energy Supplier to set up my account and appoint their agents appropriately, so I receive timely and accurate bills.
  2. As a Market Participant, I need to understand any changes to Market Messages I send and receive that may impact my business, so I can engage in the change process and plan any required changes to my systems and processes.
  3. As an Energy Supplier, I want to be able to Appoint and De-appoint Agents more quickly, to minimise risks to my settlement performance and ability to produce accurate and timely consumer bills when the new switching arrangements go-live.

Problem Statement
BSC CP1532 proposed updates to the Change of Supply (CoS) timescales within BSC Procedures BSCP502, BSCP504 and BSCP514, to align the Half-Hourly and Non-Half Hourly Supplier Agent Appointment and de-Appointment timescales and to facilitate the achievement of the Faster Switching programme objectives. BSC CP1532 was approved on 01 September 2021 by the Supplier Volume Allocation Group (SVG). Following the SVG’s decision to approve, BSCP514 moved to the Retail Energy Code (REC) following the implementation of P420 ‘Retail Code Consolidation Significant Code Review’. A REC Change Proposal is therefore required to deliver the full solution.

Proposed solution summary
  1. As an electricity Consumer, I want my metering data to be accurate, to ensure my account is set up correctly and I receive accurate and timely invoices.

Problem Statement
There is not a consistent understanding around the Complex Site process which can lead to the Complex Site Supplementary Information Form (CSSIF) being populated or interpreted differently by different parties. This may lead to incorrect data being used for consumer billing and Settlement, which can result in BSC Trading Disputes.
