  1. As a DNO, MEM, AMI or MI, I want all CoP obligations to be clear and transparent, to ensure all obligations placed upon my organisation and operatives are understood and can be met in the most efficient way. As a MEM, AMI or MI, I want metering accreditation and audit activity to be streamlined and duplication removed, so that efficiency is increased, and unnecessary costs reduced.
  2. As RECCo, I want the metering scheme accreditation and audit arrangements to be managed and delivered in a cost efficient, effective and consistent approach, to ensure the arrangements deliver against the RECCo strategic aims.
  3. As an Energy Supplier, I want to be confident that my Appointed agents are compliant with all relevant CoP to ensure the safety of my Consumers.

Problem Statement
The current metering arrangements, with separate Metering Codes of Practice, contains duplication and inefficiencies. There are currently four different auditors that undertake accreditation and audit activities across the different schemes. This could mean that a REC Party may require multiple separate accreditations and site audits, resulting in unnecessary operational impacts and costs.

Proposed solution summary
  1. As a Consumer, I want to have the confidence that my data is being handled compliantly in accordance with the Data Protection Act 2018. As a REC Party, I want to achieve better compliance and have clarification on my obligations in the context of REC Services.
  2. As the CRS Service Provider, I need to ensure when submitting reporting data from the REC v3.0 Go-Live Date I meet the REC Obligations. As RECCo I want to have an approval role concerning additional uses of data beyond the provision of the CRS services, so that a comprehensive approach to the governance of data under the REC is maintained.
  3. As a REC Party/Service User, I want to understand the reporting obligations I need to meet if I have suffered a personal data breach, to ensure that RECCo Board is made aware. As a REC Party/Service User, I need to understand that I will still need to independently assess and document my respective data protection roles under the REC. As a REC Party/Service User, I need to understand the roles and responsibilities of a Data Controller and/or Data Processor to be able to carry out my obligations under the REC.
Problem Statement
The current data protection and governance provisions in the REC are not fit for purpose, having the potential for ambiguity. Changes have been identified, following legal review, to provide more clarity for REC Parties who are Data Controllers and/or Data Processors, and to enable RECCo to maintain a comprehensive approach to the governance of data under the REC.

Problem Statement
The MHHS Target Operating Model requires that the appointment data of the Smart Meter Data Retriever (SMDR) is available to the Smart Meter Data Service Provider (SMDSP), so that the SMDSP can provide SMDRs with access to the Smart Meters at Metering Points they are registered to. Currently the new SMDR role and appointment data do not exist in, nor can they be made available from, CSS as this is a new industry operating model.

Summary
This Change Proposal is to introduce new processes which will allow a Crowded Meter Room Co-ordinator (CMRC) to contract with a REC accredited Metering Equipment Manager (MEM) to act on behalf of the CMRC, so that they may resolve issues in a Crowded Meter Room (CMR) on behalf of all Registered Suppliers within that meter room. The MEMs undertaking this work on behalf of the CMRC will be referred to as the Crowded Meter Room MEM (CMRM).

Proposed solution summary
  1. As a Consumer I want to be able to have a working Smart Meter that can communicate with my Energy Supplier so that I can receive the benefits of smart metering
  2. As a property owner I want to be able to have Smart Meters installed in my properties where there are currently issues with meter room space or other technical constraints preventing installation so that my tenants can access the benefits of having a Smart Meter. As a property owner I want a co-ordinated and managed process for resolving crowded meter room issues so that I am not contacted by or dealing with multiple Suppliers or metering agents for a single property.
  3. As an Energy Supplier, I need to be able to send and receive data, from the CMRC related to interference, faults, or damage to my equipment so that I can fulfil my obligations. As an Energy Supplier I need a coordinated approach to resolving the crowded meter room to enable me to meet my regulatory obligations related to Smart Meter installations and Communications. As an Energy Supplier, I want to know of CMR works being carried out so that I am informed of relevant updates regarding RMPs that I supply. In addition, I wish to be informed if the CMRM identifies any metering issues during their initial assessment or rectification works
  4. As a Distribution Network Operator, I need to be able to send and receive data, from the CMRC related to danger, interference, or damage to my equipment so that I can fulfil my obligations.
  5. As a MEM I need a co-ordinated approach to resolving the CMR issues, to enable me to install working Smart Meters on site.

Problem Statement
For many Multiple Dwelling Units (MDU), Alt HAN Co equipment is required. This needs to be installed near to the electricity Smart Meter, connected to the tails of that Smart Meter, and requires at least one further device in the Consumer premises. However, the installation of HAN equipment can be inhibited by Crowded Meter Room (CMR) for the installation of alternative HAN and smart equipment. The objective of the CMR work is to leave a meter room ready for Energy Suppliers to proceed with their installations to meet their smart metering rollout obligations. Without the ability to install the alternative HAN wired bridge device in a CMR, Energy Suppliers will ultimately be unable to establish a HAN with the associated premises in the MDU

Problem Statement
Following the implementation of REC V3.0, the current REC PAB ToR will not support extraordinary meetings and quoracy arrangements driven by the Switching CAB or the appeals route from the Switching CAB to the REC PAB. This change seeks to update the REC PAB ToR to fully represent the changes being implemented as part of REC V3.0, and to also address lessons learnt during the REC PAB’s first year of operation.

  1. As a Consumer I want the Switch process to work effectively so that I can switch Electricity Supplier without delay or issues As a Consumer I want the Switch process to work effectively so that if my Switch needs to be cancelled it is done so without delay or issues
  2. As an Energy Supplier I want the Switch systems and process to operate effectively so that appointment Market Messages will be sent to my agents at the appropriate time so that there is no disruption to the Consumer switching experience
  3. As the ERDS Provider I only want to receive the first Pending message and then the Secured Active confirmation message, in order that there is no risk of processing CSS messages out of sequence which could impact a timely Switch for electricity Consumers As the CSS Provider I want the messages I send to MPRS to be processed effectively so that there is no disruption to the Switch process and Consumers’ Switches can be confirmed or cancelled as required
Problem Statement
Due to the high volume and timing of Registration messages being sent by the CSS, some messages are at risk of being received by REC Parties and Service Providers out of sequence. When messages have been received out of sequence, there is a risk that the information maintained in MPRS, including Registration Status, will be incorrect and will not match that held in the Registration Service. This in turn means MPRS updates to Parties could be triggered in error.

  1. As a Market Participant, I need the industry Market Message/Data Specification to be implemented by all Parties at the same time so that I am able to validate EMRS invoices and credits without having to request additional supporting data or without my Market Messages failing.
  2. As LCCC I need to delay the implementation of R0011 so that changes to industry Market Message/Data Specification can be implemented by all Parties at the same time so that industry Market Messages don’t fail validation between Parties.
Problem Statement
Following a review of its delivery pipeline, the LCCC has determined it is unable to deploy the changes required in time for the current approved implementation date of 04 November 2022. In order to communicate a revised date and to limit the impacts to industry parties and delivery partners, this change needs to be assessed as a matter of urgency.

Problem Statement
The way debt is transferred for prepayment Consumers is neither fit for purpose nor Consumer-centric and there is currently no mechanism to transfer credit balances when a Switch occurs. The Debt Assignment Protocol (DAP) process is complex and cumbersome. Despite automation and streamlining implemented in 2019, DAP is not being used to the extent that it was designed for. Domestic Consumers with legacy Prepayment Meters or Smart Meters in prepayment mode are disadvantaged in their ability to actively engage in the market which is believed to be due to the complexity of DAP. The DAP process was not designed for, nor has it been reviewed, to specifically consider Smart Meters. Consumers with Smart Meters operating in prepayment mode currently have any credit (calculated at the Switch date) refunded to them by the Losing Supplier. A refund can take up to 2 weeks after the final account position is determined - which can be up to 6 weeks after the Switch itself. The Consumer must top up the meter with the Gaining Supplier once the Switch has completed. This creates a cashflow issue for Consumers, including vulnerable Consumers, which may be seen as unnecessary. It is detrimental to Consumers to have credit removed from the meter. Under the current economic conditions, with the associated increasing energy prices, it is imperative that Consumers, particularly vulnerable Consumers, have access to their money rather than needing to top up again to cover the energy used during the Losing Supplier’s refund process or if required seek support from their new Supplier. In addition, across debt and credit neither balance transfer process has been reviewed in consideration of the faster more reliable switching requirements. There is therefore a need to review the balance transfer processes in full, with a view to developing an agile, efficient, Consumer-centric solution for smart and with aligned improvements to the non-smart processes.

Proposed solution summary
  1. As a REC Party, I need the REC drafting to be accurate, so I can rely on it to ensure my processes and procedures correctly reflect my obligations. If there are mistakes or omissions, then it could cause issues with the effective operation and assurance of the retail energy market.

Problem Statement
REC Parties and Service Providers rely on the REC to provide a consistent baseline to ensure the industry operates effectively and to give certainty to Parties obligations. There are currently inconsistencies between the drafting of the REC, and the processes operated by REC Parties and Service Providers. This could cause issues in the effective operation and assurance of the retail energy market.
