Proposed solution summary
- Root Cause Communication: That the DCC, in its role as Switching Operator, delivers, clear, accurate, timely information on the incident root cause, as soon as possible, once it has obtained a reasonable understanding. Both to offset the risks of uncertainty and limited information introduce, ensuring Switching parties (like Supplier, TPIs and Networks) have the right information to enable meaningful engagement, assist their end-consumers, and all impacted Market Participants can more proactively manage the incident impacts, including making appropriate plans in response to the incident and its resolution. Switching Operator's End-Consumer Communication: Introduce a requirement for the DCC, in its role as the Switching Operator, to provide end-consumer appropriate information for REC Parties and Non-REC Parties use to determine communication and action for their Consumers.
- Switching Operator, Switching Incident Impact Assessment: This change should clarify the existing Switching Operator’s broader obligation to assess an incidents impact on the wider Switching Arrangements (set out in REC Schedule 26, Switching Service Management Schedule (SSMS), section 1.7, or Major Switching Incidents starting at section 2.9), to ensure the Switching Operator facilitates the most effective, efficient (time, cost, resource) overall Switching industry solution is promoted and implemented. Incident Wider Switching Impact Assessment: Clarify that if a Major Switching Incident is not going to be resolved within defined Service levels (4 hours), then the DCC in its role as Switching Operator should determine the impact on compliance with the REC end-to-end Switching Arrangements, and work with Ofgem, and the Code Administrators for BSC, UNC and DCUSA, and RECCo, to identify the cross code impacts/impacts on other Codes when managing an incident and developing an appropriate solution for industry, with least negative impact to end-consumers.
- Refresh and testing of Switching Operator’s (SO) incident related policies, processes, and procedures, to ensure they remain fit for purpose.
- Refresh and testing of Switching Operator’s (SO) incident related policies, processes, and procedures, to ensure they remain fit for purpose.

Problem Statement
On 6th July 2023, a Major Switching Incident occurred with the Central Switching Service ((CSS) operated by the Switching Operator and CSS Service Provider, the Smart Data Communication Company (DCC)). It prevented the successful completion of that day’s planned electricity and gas, supply switches and new registrations. The CSS was stabilised post-incident and any new requests submitted after 9 a.m., 6th July were processed successfully. Through the collective action of the Switching Operator and industry parties, the CSS sent the missing industry messages to give effect to the intended switches and new registrations during the period of the 2nd to the 8th of August 2023. Priority 1 (P1) Major Switching Incidents of this nature are required to be resolved within 4 hours; however, DCC reported it took 1,605.6 hours in this instance. This incident had significant impacts on multiple industry parties and end consumers, demonstrating a clear need for improvement in the arrangements managing switching services and response to major incidents. The Retail Energy Code Company ((RECCo) with the assistance of its Code Manager) completed an end-to-end incident review; to identify the root cause, consider the efficiency and effectiveness of the incident management response, assess the improvements required, and identify appropriate actions for risk mitigation. With the overarching objective that by delivering the identified review recommendations, these actions should limit the possibility, or minimise the impact of, any future major switch incidents.

Problem Statement
Since the REC was established, no business has been raised that would require the Green Deal Panel to meet and therefore the group has not yet convened. As well as being an unnecessary administrative consideration, it is a challenge to keep the Members and Chair abreast of the wider REC Change Process, and the Green Deal Panel may therefore find it more challenging to discharge its functions in the event that it needs to be convened.

Latest Update
23/08/2024 - This change was successfully implemented as part of the August 2024 Extraordinary REC Release on 23 August 2024.
Summary
BSC has raised Change Proposal CP1594 which seeks to create an approvals process and a valid set for communications method. This change is proposing to create an approvals process to allow for the managed end dating of older technologies, such as Public switched telephone network (PSTN), Circuit Switched Data (CSD) and later 2G, and the assessment of the validity of newer communications technologies, such as (but not exclusively) Narrow Band-Intern of Things (NBIoT) and Category M (CAT-M). The evolution of metering communication systems underscores the need for timely updates. Legacy systems risk inefficiencies and potential security vulnerabilities. Implementing an approval process, modelled on BSCP601, ensures a standardised approach to introducing new technologies and managing the exit of old ones. Further justifications include: • To allow for the centrally managed end-dating of redundant communications technologies in line with known deadlines for those technologies to become redundant and unreliable. • To allow for the wider industry education of newer types of communication technologies. • To create and expand the already existing central knowledge base of the evolution and attributes of newer communication technologies as they relate to Settlement Metering Equipment. • To ensure transparency for all industry participants on the newer communications types available and the dates for which legacy communications must be removed. CP1594 will create a valid set, linked to the new approval process and using Data Item J0386 as a conduit to detail the approved communication methods as well as end dates for communication methods which are becoming redundant and unreliable.

This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
The Public Switched Telephone Networks (PSTN) will be switched off in December 2025 by all telecom companies and will be replaced with an Internet Protocol (IP) digital network. Existing fax machines that are incompatible with new all IP digital networks will become obsolete and no longer capable of meeting Code Communications as prescribed in the REC. All communication methods referencing fax or facsimile will need to be removed and replaced with email (where this is not an existing option), unless an alternative form of communication is needed. Please note: The government have published preparatory guidance which includes migrating to IP-supported technology in advance of the planned decommissioning. UK transition from analogue to digital landlines - GOV.UK (www.gov.uk) Critical National Infrastructure (CNI) (“assets, facilities, systems, networks or processes and the essential workers that operate and facilitate them”) which is subdivided into 13 sectors including Energy, are advised to consider how they move to digital alternatives smoothly to avoid unnecessary interruption following the PSTN switch-off. - As a Consumer, when I become responsible for a new premise, I want to be supplied by the Energy Supplier and/or Tariff of my choice and for this to be completed in a timely manner. As a Consumer, when I become responsible for a new premise, I do not want to be billed for the previous occupier’s usage.
- As a TPI I want an efficient CoO process so that I can advise my client of the best Tariffs suitable to their needs. As an Energy Supplier, I want to easily identify genuine CoOs so that transfers are not unduly delayed, and my organisation can focus on genuine exceptions. As an Energy Supplier, I want to easily identify the validity of a CoO, so that the risk of misuse is reduced.
- As an Energy Supplier, I want to accurately invoice the correct occupant in the first instance. As REC Performance Assurance, we need a standardised and consistent process for CoO Switches, so that we can undertake performance reviews appropriately, highlighting areas of misuse and applying sanctions where appropriate.

Problem Statement
Non-Domestic Consumers may struggle to quickly and easily update a supplier when they become the new owner/occupier or responsible bill payer for a property. This can include: Inconsistent requests from suppliers for proof they are the new owner/occupier or responsible bill payer; inconsistent time taken to have new billing account set up or new contract agreed with the supplier; inconsistent treatment of request to change supplier (CoO flagged or not flagged, loss request objected to or not objected to); risk of being held responsible for previous owner/occupier or responsible bill payers debt and contract; risk of being put on deemed prices (on assumption these are more expensive than contract terms). Suppliers may struggle to quickly and easily update their billing and contractual records for non-domestic properties. This can include: inconsistent updates from consumer leaving a property; inconsistent updates from consumers taking over a property; inconsistent quality of evidence provided; risk of invalid/fraudulent requests to avoid debt or leave contracts before expiry date. Third Party Intermediaries (TPIs) may struggle to provide non-domestic consumers and suppliers with a service. This can include: different processes for each supplier; different evidence available from each consumer; being stuck in the middle.

Latest Update
14/05/2024 - At the request of the proposer, this Change Proposal has now been withdrawn. The rationale for withdrawing the proposal was that the benefits afforded by this change will not be fully realised until 2026 (renew of digital certificates), and the risk profile around revoked certificates remains unchanged during this period. DCC recommend this change is revisited in 12 months, to allow sufficient time for review and resubmission ahead of any certificate renewal activities.
Summary
This Change seeks to make improvements to the Microsoft Azure Application Gateway module. A defect has been identified which requires the implementation of a manual/ customer workaround when checking the Certificate Revocation Lists (CRLs) systems within the Central Switching Service (CSS) to ensure certificates are revoked. This change seeks to remove the need to complete a manual workaround and implement a real-time certification validation capability.

Proposed solution summary
- The proposed solution is to roll out support for Online Certificate Standard Protocol (OCSP) in addition to Certificate Revocation List (CRL). The scope of the change will be: - Implementation of a central OCSP server and the update of the associated PKI processes to manage the Certificate Revocation. This will cover the TLS and JWS Certificate Revocation. - CSS implementation of Application Gateway will be reconfigured to include the OCSP functionality and server. - CSS change to implement the OCSP checking for the JWS certificates. - All new certificates that are issued will include the detail of the OCSP Server, as part of the migration approach all new certificates will have this information embedded. - All parties connecting to CSS have the relevant information for them to exploit the advanced features that OCSP introduces. The CRL checking functionality will be maintained so this change is an optional upgrade for any Systems that operate using Switching Key Infrastructure.
Problem Statement
There is currently a Microsoft Azure Application Gateway module defect against the checking of Certificate Revocation Lists (CRLs), with Microsoft stating that the CRL related defect will not be fixed. Consequently, any system within the CSS ecosystem, systems that use Switching Key Infrastructure (SWIKI), that have incorporated the Azure Application Gateway module to manage the TLS connection will have been required to implement a manual/custom workaround to ensure that certificates that are revoked are not allowed to establish a connection.
