Latest Update
12/08/2026 - the Proposer has chosen to withdraw this Issue as MHHS means many of the effective dates are being updated as per the original business case so the change is no longer required.
Summary
On a switch many of the effective dates within EES default to the switch date. This includes energisation status. It means EES users that don't have access to the meter technical details do not know the actual date the status changed.

Latest Update
30/03/2026 The Proposer has withdrawn this Issue following discussions with industry, where impacted Parties advised waiting for the completion of MHHS migration before progressing this Issue and solution development. The window to adopt this Issue has now closed.
Summary
There is a concern regarding shared sites (as defined by BSCP550) that have multiple suppliers linked to them. The investigation revealed a lack of visibility of these sites, and it appears that the industry is similarly uninformed. Elexon, the REC, and the wider industry do not have a consistent way of identifying these shared sites. Therefore, there is a good chance that agents are holding shared sites within their portfolio without knowing it. We would like to explore whether the EES Online Portal has any flags or mechanisms that could help identify these shared sites.

Proposal to Enable Broader Use of Retail Energy Location (REL) Data for Non-Switching Applications

Date of latest update

Urgent
No
Latest Update
04/08/2026 - On 04 August 2026, the REC Change Panel approved the extension to plan for I0218. Service Provider Impact Assessments are in progress.
Summary
The problem being addressed is the current restriction within the Retail Energy Code (REC) that limits the use of Retail Energy Location (REL) data solely to switching purposes. This restriction prevents the full utilisation of REL data, which could be valuable for a broader range of operational, regulatory, and industry applications. Key Issues: - Currently, REL data, enriched with Unique Property Reference Numbers (UPRNs), is available via the Electricity and Gas Enquiry Services. However, Schedule 29 (Address Management) of the REC restricts its use to switching purposes only, preventing its use in other important industry initiatives. - Various industry stakeholders, including REC and non-REC data requestors as well as Ofgem (the regulator), have expressed a strong interest in utilising REL data for non-switching purposes. The restriction is seen as a limitation, especially for initiatives that require accurate property data to support wider operational and regulatory functions. - By restricting the use of REL data to switching, stakeholders are unable to fully leverage it for improving operational efficiency, regulatory compliance, and overall service delivery. Lifting this restriction would enable the wider use of REL data, allowing stakeholders to benefit from its full potential across various non-switching applications.

Proposed solution summary
  1. RECCo would acquire a AddressBase Core license from Ordinance Survey and the REC would be updated to allow parties to take full advantage of this data. In order for parties to use the REL data, they would need to acquire an AddressBase Premium license from Ordinance Survey or other relevant license.
Problem Statement
Retail Energy Location (REL) data currently is not permitted for uses such as improving customer service and streamlining internal processes. This means that stakeholders, such as Ofgem and data requestors, have been unable to benefit from this data and Consumers are therefore unable to benefit from the full potential use of their data.

Provision of Half-Hourly Consumption Data for Advanced Meter Erroneous Switches

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
As part of the MHHS REC code change activity, a change has been made to REC Schedule 30 to remove the half hourly meter exemption from the Erroneous Transfer provisions. Whilst this is necessary from an MHHS perspective with all sites becoming half hourly settled, the application of ET obligations in the Advanced Meter segment creates some additional challenges. To be able to accurately bill an Advanced Meter site, following repatriation of that customer to their correct supplier after an ET has been raised / agreed, the supplier needs to have access to half hourly consumption data for the ET period when they were not the registered supplier. With ETs potentially taking up to 2 years to be identified and resolved, the only place that the supplier could reliably source that HH consumption data would be from the other (losing) supplier.

  1. An approval of this Issue/Change Proposal would see an obligation placed upon the Losing Supplier, following a successful Erroneous Switch repatriation, to provide the Gaining Supplier with the Half-Hourly consumption data for the period in which they were erroneously supplying the meter.
  2. Half-Hourly consumption data would be providing to the Gaining Supplier, from the Losing Supplier, via SDEP using an Excel template within 5 Working Days of the Erroneous Switch repatriation switch date. The Gaining Supplier would be required to provide 48 Half-Hourly consumption intervals for each that the the Consumer was supplied by the erroneously Gaining Supplier.

08/08/2024 - the Proposer has withdrawn this Change Proposal.
Summary
RECCo is tasked with fulfilling several obligations. This proposal has been raised to amend some of the wording within the REC, which would benefit from reassessment. When the REC was originally drafted, references to RECCo in the code were originally intended to refer to the activities directly managed and overseen by the REC Board, and were considered separately to activities managed by the Code Manager.

Proposal for Limiting Queries in EES API Calls (Single Query per API Call)

No
Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
This issue has been raised proposing to establish a limit on the number of queries permitted within a single Application Programming Interface (API) call. As there is potential for performance degradation and system instability that can occur when a large number of queries are made in a single API call to the Electricity Enquiry Services (EES) API. The aim would be to prevent overwhelming the system and ensure consistent response times and reliability. Therefore, this proposes implementing a limit of 1000 queries per single API call.

Problem Statement
The absence of a limit on the number of queries (batch processing) within a single API call could cause performance issues and system instability. As a result, system responsiveness may degrade when a large number of queries are made in a single call, impacting user experience and hindering the ability of the EES API to consistently meet user demands.

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
The Public Switched Telephone Networks (PSTN) will be switched off in December 2025 by all telecom companies and will be replaced with an Internet Protocol (IP) digital network. Existing fax machines that are incompatible with new all IP digital networks will become obsolete and no longer capable of meeting Code Communications as prescribed in the REC. All communication methods referencing fax or facsimile will need to be removed and replaced with email (where this is not an existing option), unless an alternative form of communication is needed. Please note: The government have published preparatory guidance which includes migrating to IP-supported technology in advance of the planned decommissioning. UK transition from analogue to digital landlines - GOV.UK (www.gov.uk) Critical National Infrastructure (CNI) (“assets, facilities, systems, networks or processes and the essential workers that operate and facilitate them”) which is subdivided into 13 sectors including Energy, are advised to consider how they move to digital alternatives smoothly to avoid unnecessary interruption following the PSTN switch-off. Proposed solution summary
  1. As a Consumer, I want a competitive Export market so I can get the best rates for the energy I generate. I want clear metering equipment ownership so I can be confident my meter is functional and safe. I want accurate billing from my Export Supplier.
  2. As an Export Supplier, I want to be able to appoint the MEM that ties in with my commercial strategy.
  3. As a MEM, I want clear guidance on the responsibilities I have for any metering equipment I am appointed to.
Problem Statement
Export Suppliers may become non-compliant with industry regulations if they are unable to appoint the same MEM as the Import Supplier, for example when the Consumer switches Import Supplier or when the Import Supplier changes the appointed MEM.
